Winston Robert Sale is a transactional real estate attorney and an associate at Bocarsly Emden.  Mr. Sale specializes in affordable housing finance, representing investors and syndicators in Low Income Housing Tax Credit transactions.  Prior to joining Bocarsly Emden, Mr. Sale served in HUD’s Office of the General Counsel as co-counsel for the HOME and Tax Credit Assistance Programs and the military base closure homeless reuse (BRAC) program.  Mr. Sale has an extensive background in the legal and business aspects of multifamily housing finance, having worked for both investors and developers of affordable and market rate housing.  Mr. Sale is a member of the Maryland bar and the ABA Forum on Affordable Housing and Community Development Law.  Mr. Sale is the author of “The Effect of the Conservatorship of Fannie Mae and Freddie Mac on Affordable Housing,” Journal of Affordable Housing and Community Development Law, Spring 2009.

Mr. Sale received his Bachelor of Arts degree from Kenyon College in 2002 and his Juris Doctor degree from Georgetown University Law Center in 2008, where he was a member of the American Criminal Law Review and participated in the Harrison Institute for Public Law Housing Clinic.  Prior to attending law school, Mr. Sale served on the Staff of Congressman Chris Van Hollen.
