Rachel Toker is a transactional real estate lawyer specializing in public-private partnerships and the revitalization of underserved areas.  She has experience representing private developers, governmental and quasi-governmental entities, and nonprofit organizations in a variety of contexts, including new construction, rehabilitation of deteriorating assets, brownfields remediation, infrastructure development, land assemblage and leasing.  She has represented developers and governmental entities in acquisition, disposition, leasing and financing of residential, retail and office properties, primarily in the District of Columbia metropolitan area.

Before joining Bocarsly Emden as an associate in January 2008, Ms. Toker was Deputy General Counsel to the Anacostia Waterfront Corporation, an instrumentality of the District of Columbia government created to rehabilitate and revitalize the Anacostia River and the adjacent communities.  Ms. Toker is a former Assistant Attorney General in the Real Estate Section of the Office of the Attorney General for the District of Columbia, and she previously practiced in the real estate practice group at Arnold & Porter LLP in Washington, D.C.  After her graduation from the Harvard Law School and prior to joining Arnold & Porter LLP, Ms. Toker was judicial law clerk to the Hon. Myron H. Bright of the United States Court of Appeals for the Eighth Circuit.

Ms. Toker received her Bachelor of Arts degree from Stanford University with University Honors and Distinction in 1994, and she received her Juris Doctor degree from the Harvard Law School and Masters in Public Policy from the John F. Kennedy School of Government at Harvard University in 1999.
